Hands down, it's Savannah for me. I've been 3 times to Charleston because I kept going back to hopefully get a better feel for the city and give it another chance but I never felt welcomed by anyone except the hotels and the people conducting the carriage rides. I'm in Charleston and I love Charleston, but Savannah is closer. Highway 17 between Charleston and Beaufort has been under construction for a while, which can make slow going. It has never taken me 2.5 hours to do that trip, but it will be easier for you to get to Savannah and you'll have more time to enjoy it.
