I feel you, I was similar with my second and prodromal labor, I would also dilate and then the contractions would fizzle out. If it reassures you, I was 2 cm dilated and having prodromal labor at 39 weeks and then four days later at 39+4 I went into real-deal labor and it was an awesome, fast easy birth.
