Pretty common sense kinda thing. If you find an axe you can chop down trees to make logs. If you have a saw you can make logs into planks. If you find [any weapon] you can chop down trees to make logs, just takes longer, same for doors. Axe = 4 chops, hammer = 20 chops, spoon = 120 chops.

Nope, you can barricade doors/windows even with hammer/planks/nails in a bag/backpack/whatever. The character will authomatically put them in their inventory and then proceed to barricade. Most likely there is something blocking you from walking all the way up to the window. Sometimes certain countertops will prevent you from doing that.
